попытаться разобраться, что же на самом деле происходит в мире, почему он становится всё менее безопасным и менее предсказуемым, почему повсеместно возрастают риски. An attempt: to find out what is happening in the world in reality, why the world is getting less secure, less predictable, why, everywhere, the risks are growing. In reality, Russia annexed the Crimea, started a war that is killing the young people of 2 countries (Russia and Ukraine), violated all the International Agreements and made the world less secure and inhuman!
"Новые правила игры или игра без правил" “new rules of the game or the game without rules” All the games’ rules were broken by Russia! Vandalism, nationalism and hatred!
я буду излагать свою точку зрения, в чём-то она будет совпадать с участниками дискуссии, в чём-то будет расходиться. The standpoint will be either the same as that of the participants or not. Naturally, not! The Russia’s stand point is antagonistic and provoking!
гарантий, уверенности, что существующая система глобальной и региональной безопасности способна уберечь нас от потрясений, нет. No more guarantees for global or regional security. The guarantees were undermined by Russia.
механизмы обеспечения миропорядка:
"отцы-основатели" этой системы безопасности относились с уважением друг к другу, не пытались отжать всё, а пытались договариваться. The mechanisms of the world order: mutual respect, attempts to get into agreements. Russia has no respect to: Ukraine, its population, to the lives of the young who die in the battles, to mutual Slavic Heritage, to Religion, to Human Rights of the soldiers who are being killed, to their families.
Однако Соединённые Штаты…были предприняты шаги, которые привели к резкому усугублению дисбаланса. The US is accused of having taken certain steps that provoked the misbalance in the world. Russian proverb: “beat the thief!” : making somebody else guilty – Russia: a/ does not accept any responsibility of its actions that destabilized the world situation; b/ Russia demands to get back its “leading” role in the world.
UKRAINE IS JUST A VICTIM, A TOOL AND A MEANS TO GET WHAT RUSSIA WANTS.
Создалось впечатление, что так называемые "победители" в холодной войне решили "дожать ситуацию", перекроить весь мир исключительно под себя, под свои интересы. The cold war “champions” have decided to re-make the world according to their own interests. So: a/ Russia has its own interests, alike those of the Western countries; b/ requires that its interests were taken into consideration; c/ wants to “correct” the interests of other countries, especially those of Ukraine and the Eastern Europe.
Начался период разночтений и умолчаний в мировой политике.
Объективность и справедливость приносились в жертву политической целесообразности. Юридические нормы подменялись произвольным толкованием и пристрастными оценками.
тотальный контроль над глобальными средствами массовой информации позволял при желании белое выдавать за черное, а чёрное за белое. A new period in world’s politics: a/ preference of political reasonability to objectiveness and justice;
b/ free interpretation of juridical norms;
c/emotional evaluation of the situations;
d/ total control of the mass media: “making the black from the white and the black from the white” / misinterpreting the reality/
1. what is justice for Russia? A war with Ukraine?
2. what are the juridical norms for Russia? Their violation?
3. Russia realizes their mass media are no longer leading or influential, as the facts show the actions of Russia are opposite to what it proclaims.
В условиях доминирования одной страны и её союзников или, по-другому сказать, сателлитов поиск "глобальных решений" зачастую превращался в стремление навязать в качестве универсальных собственные рецепты.
Domineering of one country and its satellites makes the search for “global decisions” turn into imposing certain “recepies” as universal. Russia thinks it has better solutions for the problems, but, even if not, it demands that it has its say.
Wars, perhaps, are one of its solutions.
Само понятие "национальный суверенитет" для большинства государств стало относительной величиной. По сути была предложена формула: чем сильнее лояльность единственному центру влияния в мире - тем выше легитимность того или иного правящего режима. Question of “national sovereignty”.
The proposed formula criticized by Russia: the stronger the loyalty to one center – the higher the legacy this or that ruling regime. Just the question Russia is afraid of: if the principle of that sovereignty is used, Russia will appear a history: too many nations in Russia want that SOVERIGNTY!
Russia DOES NOT, YET, respect Ukraine’s sovereignty!
Russia would prefer to be another, the first or the second “ruling” center countries should be loyal to.
Меры воздействия на непокорных хорошо известны и многократно опробованы: силовые акции, экономическое и пропагандистское давление, вмешательство во внутренние дела. Апелляции к некой "надправовой легитимности", когда надо оправдать неправовое урегулирование, тех или иных конфликтов, устранение неугодных режимов. В последнее время появились свидетельства, что в отношении ряда лидеров используется и откровенный шантаж. Не даром так называемый "большой брат" тратит миллиарды долларов на слежку по всему миру, в том числе и за своими ближайшими союзниками. Actions against the non-loyal :
1. forceful actions;
2. economic and propaganda pressure;
3. intrusion into inner affairs of the countries;
4. referral to “some super-legal legitimacy” ;
5. removal of unwanted regimes;
6. blackmailing of some leaders: ...
