Читал сегодня много западную прессу. По всем публикациям проходит одна мысль: украинцы никак не поймут, что главные проблемы у них внутренние. И главный непонимающий - Порошенко. Изо всех сил выставляет себя патриотом, а отнюдь не реформатором.

Когда страна живет за счет своей разноплановой экономики, золотовалютные резервы могут очень упасть без катастрофических последствий. До поры до времени, разумеется. Украина - хороший пример этого. Черт знает какая экономика, контрабанда и в ту и в другую сторону, торговля всевозможная и столько продержалась. В то время, как казна просто открыто разворовывалась. Народ крутился сам по себе, власть имущие сами по себе.
А Россия сейчас живет только из казны. Нефтяные доходы уже на уровне стоимости добычи, при том что воровать никто переставать не собирается. Да и добывать скоро будет нечем, своих машин и технологий нет. Санкции. Крах наступит намного раньше, чем казна придет в ноль.

Через три месяца золото-валютные резервы России закончатся и что будет потом гадают все, но никто не может предвидеть возможной реальности во всех деталях.
И причины у этого прогноза три. Во-первых значительное увеличение нагрузки на Российский бюджет, в который заложены колоссальные расходы на армию, полицию и спецслужбы. А во вторых – огромная коррупционная составляющая экономики, когда 70% средств просто размывается в неизвестном направлении. И наконец – огромные средства, затрачиваемые на поддержание курса рубля, которые закончатся уже через 100 дней.
Россияне, кричащие “крымнаш” и “жидобандеровцы”, вдумайтесь в цифры: только за одну неделю правительство в Кремле потратило из резервов более 15 млрд. долларов США, в основном на поддержание курса валют.
Тот, кто купил эти средства на межбанке в Москве уже давно их вывел из страны, снова продал и ждет, когда можно будет купить еще несколько миллиардов долларов у бездарного российского правительства. Спекулятивные цены российской валюты привели к тому, что издание Bloomberg назвало операции на долларе, как самые эффективные в уходящем году.
“В течение недели с 12 по 19 декабря золотовалютные запасы Банка России сократились на $15,7 млрд. и составили $398,9 млрд, сообщается на сайте ЦБ. Этот уровень резервов соответствует их состоянию на конец августа 2009 года: 21 августа запасы равнялись $398,3 млрд, но уже 28 августа увеличились до $405 млрд.
Основным фактором сокращения резервов ЦБ РФ стало проведения аукционов валютного РЕПО, на которых коммерческие банки получили более $7 млрд, передает Reuters. Также Банк России совместно с Минфином предложил рынку около $5 млрд в виде валютных интервенций и продажи валютных остатков бюджета”. – пишет издание РБК. То есть при такой тенденции через 100 дней будет продано более 220 млрд. долларов резервов России, что составит более половины всего, что в этих резервах есть (но есть еще и понятие степени ликвидности, а мы не знаем уровня ликвидности в скудеющих резервах - ЭР).
Кроме того, в зарубежных изданиях проскакивала неоднократно информация о том, что в действительности этих резервов намного меньше, как минимум в 1,5 – 2 раза. Это значит, что расплата за непродуманную политику и разворовывание национальных богатств наступит гораздо быстрее. McCarthy July 23, 2014 1:13 PM Rich’s excellent column on Obama’s fecklessness in the face of Putin’s Ukraine aggression notes that the president has resisted not only causing real pain to Russia’s economy but providing the Ukrainian military with the weapons it needs to defend its sovereign territory and defeat Putin’s thugs. On the latter, Charles Krauthammer made similar observations here.
Meanwhile, the Daily Beast’s Eli Lake reports that among the defensive assets our government has denied Ukraine is “radar jamming and detection equipment necessary to evade and counter [Russian] anti-aircraft systems.” Last month, when it became clear that Moscow was providing the anti-aircraft systems to the Russia-backed rebels, Kiev asked this equipment. Last week, one of those systems was used to shoot down Malaysian Airlines Flight 17, killing 298 people.
I do not think the president’s opposition to arming Ukraine is explained by his intentional American decline, his stated desire that the conflict not escalate (as if Ukrainian weakness somehow discourages Putin’s aggression), or the risible suggestion—advanced by Obama’s former secretary of state, Hillary Clinton—that Russian operatives shooting planes out of the sky is Europe’s problem.
We should be arming the Ukrainians not only because it is in our national interest to repel Putin’s ambitions, but also because we are the ones who disarmed the Ukrainians. Yet, that goes a long way toward explaining the president’s reluctance: as I’ve pointed out before, the American government official who was at the forefront of disarming Ukraine was none other than Senator Barack Obama. The Daily Mail had the report back in March:

In the wake of the downing of Malaysia Airlines Flight 17, Obama has been the nation’s forensic-investigator-in-chief. He has summoned all the moral authority of his office to call for the professional handling of the wreckage. President Ronald Reagan famously implored the Soviets to “tear down this wall.” President Obama’s injunction is, “Investigate this crash.” Or as he put it rousingly in his statement on Ukraine from the South Lawn Monday, “I’ve sent teams; other countries have sent teams.” If transportation-disaster assistance specialists strike fear in Vladimir Putin, the Russian strongman is no doubt daunted by the Western response. A fair, expeditious investigation of the crash is obviously preferable to the depredations of Putin’s minions, but is largely beside the point. This isn’t the disappearance of Amelia Earhart. There is no mystery. Forces controlled by Putin shot a civilian airliner out of the sky. End of story. Whether Ukrainian separatists or Russian personnel pulled the trigger is almost moot, since both are creatures of the Russian state. The downing of Flight 17 is of a piece with Putin’s lawless aggression. Having already absorbed Crimea, he seeks to further dismember a European country for the offense of seeking to govern itself in keeping with its values and interests. So far, he hasn’t paid enough of a concrete price, despite repeated warnings from President Obama. When they go unheeded, Obama simply issues new warnings. They have marked each step of Putin’s escalation, and never made a difference. What Teddy Roosevelt was to gunboat diplomacy, Barack Obama is to the ineffectual demand. Putin is surely counting on the urgency of the latest outrage fading with time and with his inevitable obfuscations and lies. President Obama said on Monday that if Russia persists in Ukraine it “will only further isolate itself from the international community.” But isolation isn’t an autocatalytic process. Someone has to do the isolating. The U.S. has been more aggressive on sanctions than the Europeans yet has stopped short of cutting off broad sectors of the Russian economy from our financial system. That is within our power to do, even if the Europeans balk at going so far, and there also is nothing stopping us from providing the Ukrainian military with the heavy arms to win the Putin-instigated civil war. The Ukrainian military was starved of funds by pro-Russian president Viktor Yanukovych, who fled the country earlier this year. Ukrainians have been holding bake sales to support the army. Our initial response was to send the Ukrainian military Meals Ready to Eat, which would have been a fearsome response if Russian-backed rebels could be defeated by Spam. A report in the Wall Street Journal in April captured the administration’s mindset when it noted that we were reviewing Ukrainian requests for medical kits and military socks because “you want to calibrate your chest-thumps,” in the words of a senior military official. The nonlethal aid is now flowing, but who thinks of socks as a “chest-thump”? President Obama speaks as if both the Ukrainian government and the Russian-supported separatists need to stand down. This glosses over that the Ukrainian government was elected in a landslide and seeks merely to reassert control over its sovereign territory. It deserves our fullest material and moral support. In international affairs, President Obama possesses only an uncertain trumpet. It’s not as though he’s incapable of outraged righteousness in other circumstances. He summons it against Republicans all the time. If Vladimir Putin tried to repeal Obamacare instead of merely overturning the post–World War II order in Europe by force of arms, perhaps he would be truly exercised and fully engaged. The president lacks the same passion for his responsibilities as alleged leader of the free world.

The president needs to ”make a damned decision for once in his life,” Krauthammer said, and agree to help arm the Ukrainian military. “What is the president’s reaction?” Krauthammer asked fellow panelist Juan Williams, who expressed skepticism that the president’s continuing with his normal schedule today was blameworthy. “You say what matters is not where he is. He’s had no reaction — he’s had no reaction to anything that I can tell in the last six months. Meanwhile, the Daily Beast’s Eli Lake reports that among the defensive assets our government has denied Ukraine is “radar jamming and detection equipment necessary to evade and counter [Russian] anti-aircraft systems.” Last month, when it became clear that Moscow was providing the anti-aircraft systems to the Russia-backed rebels, Kiev asked this equipment. Last week, one of those systems was used to shoot down Malaysian Airlines Flight 17, killing 298 people.
I do not think the president’s opposition to arming Ukraine is explained by his intentional American decline, his stated desire that the conflict not escalate (as if Ukrainian weakness somehow discourages Putin’s aggression), or the risible suggestion—advanced by Obama’s former secretary of state, Hillary Clinton—that Russian operatives shooting planes out of the sky is Europe’s problem.
We should be arming the Ukrainians not only because it is in our national interest to repel Putin’s ambitions, but also because we are the ones who disarmed the Ukrainians. Yet, that goes a long way toward explaining the president’s reluctance: as I’ve pointed out before, the American government official who was at the forefront of disarming Ukraine was none other than Senator Barack Obama. The Daily Mail had the report back in March:
As a U.S. senator, Barack Obama won $48 million in federal funding to help Ukraine destroy thousands of tons of guns and ammunition – weapons which are now unavailable to the Ukrainian army as it faces down Russian President Vladimir Putin during his invasion of Crimea. In August 2005, just seven months after his swearing-in, Obama traveled to Donetsk in Eastern Ukraine with then-Indiana Republican Senator Dick Lugar, touring a conventional weapons site. The two met in Kiev with President Victor Yushchenko, making the case that an existing Cooperative Threat Reduction Program covering the destruction of nuclear weapons should be expanded to include artillery, small arms, anti-aircraft weapons, and conventional ammunition of all kinds. After a stopover in London, the senators returned to Washington and declared that the U.S. should devote funds to speed up the destruction of more than 400,000 small arms, 1,000 anti-aircraft missiles, and more than 15,000 tons of ammunition.
A press release from then-Senator Lugar’s office included then-Senator Obama’s puerile proclamation that eliminating Ukraine’s stocks of conventional weapons would ensure “the safety of the Ukrainian people and people around the world, by keeping them out of conflicts around the world.” Rearming Ukraine now would underscore how wrong he was. That political embarrassment is a big reason why he refuses to do what needs to be done.

A fair, expeditious investigation of the crash is obviously preferable to the depredations of Putin’s minions, but is largely beside the point. This isn’t the disappearance of Amelia Earhart. There is no mystery. Forces controlled by Putin shot a civilian airliner out of the sky. End of story. Whether Ukrainian separatists or Russian personnel pulled the trigger is almost moot, since both are creatures of the Russian state. The downing of Flight 17 is of a piece with Putin’s lawless aggression. Having already absorbed Crimea, he seeks to further dismember a European country for the offense of seeking to govern itself in keeping with its values and interests. So far, he hasn’t paid enough of a concrete price, despite repeated warnings from President Obama. When they go unheeded, Obama simply issues new warnings. They have marked each step of Putin’s escalation, and never made a difference. What Teddy Roosevelt was to gunboat diplomacy, Barack Obama is to the ineffectual demand. Putin is surely counting on the urgency of the latest outrage fading with time and with his inevitable obfuscations and lies. President Obama said on Monday that if Russia persists in Ukraine it “will only further isolate itself from the international community.” But isolation isn’t an autocatalytic process. Someone has to do the isolating. The U.S. has been more aggressive on sanctions than the Europeans yet has stopped short of cutting off broad sectors of the Russian economy from our financial system. That is within our power to do, even if the Europeans balk at going so far, and there also is nothing stopping us from providing the Ukrainian military with the heavy arms to win the Putin-instigated civil war. The Ukrainian military was starved of funds by pro-Russian president Viktor Yanukovych, who fled the country earlier this year. Ukrainians have been holding bake sales to support the army. Our initial response was to send the Ukrainian military Meals Ready to Eat, which would have been a fearsome response if Russian-backed rebels could be defeated by Spam. A report in the Wall Street Journal in April captured the administration’s mindset when it noted that we were reviewing Ukrainian requests for medical kits and military socks because “you want to calibrate your chest-thumps,” in the words of a senior military official. The nonlethal aid is now flowing, but who thinks of socks as a “chest-thump”? President Obama speaks as if both the Ukrainian government and the Russian-supported separatists need to stand down. This glosses over that the Ukrainian government was elected in a landslide and seeks merely to reassert control over its sovereign territory. It deserves our fullest material and moral support. In international affairs, President Obama possesses only an uncertain trumpet. It’s not as though he’s incapable of outraged righteousness in other circumstances. He summons it against Republicans all the time. If Vladimir Putin tried to repeal Obamacare instead of merely overturning the post–World War II order in Europe by force of arms, perhaps he would be truly exercised and fully engaged. The president lacks the same passion for his responsibilities as alleged leader of the free world.

Russian-language telephone calls” to combat “potential
threats to national security, including terrorism and espionage”.
After Russian cyberattacks against the Baltic states,
Georgia and Ukraine, theCabinet Office has also beefed up
funding for cybersecurity to combat cyberattacks by Russia
against UK infrastructure targets.
David Cameron will use a statement in the Commons
tomorrow to announce plans to provide protective equipment
to Organisation for Security and Co-operation in Europe
monitors in eastern Ukraine, allowing them to better track
the activities of Kremlin-backed separatists.
The prime minister will also make calls to Barack Obama,
the US president, and Angela Merkel, the German chancellor,
this week to demand the international community keep
sanctions in place against Moscow.
The SundayTimes has also learnt that Michael Fallon,the
defence secretary, has ordered RAF pilots that intercept
Russian Tu-95 “Bear” bombers approaching British
airspace to make radiocontact every time with the intruders
to encourage them to back off.
Typhoon jet crews scrambled last week from RAF
Coningsby, in Lincolnshire, and RAF Lossiemouth, in
Moray, were also carrying digital cameras to record the
squadron and serial numbers of the Russian aircraft, which
twice had to be escorted away from civilian airline
routes.
Fallon last night said: “Nato won’t be provoked but we will
defend ourselves and each other. RAF Typhoons will help
patrol Baltic airspace this summer and British troops
will exercise again in Poland.” Asenior Ministry of
Defence source added: “These flights are provocative,intim-
idatory, disruptive and frankly dangerous. Bears
should stay in the woods.”
Senior sources said that if Russia continued its campaign
there was now a prospect of Nato establishing new perma-
nent military bases in countries bordering Russia.
One said that the West was “effectively ripping up the
Nato-Russia Founding Act”, a 1997 deal in which the two
powers agreed they were no longer “adversaries”.

Putin’s latest campaign of aggression was a response to
complaints from Russian oligarchs that economic sanc-
tions were beginning to bite. Putin told his business
backers he expected EU sanctions to be lifted after June,

AN ELITE soldierwho resigned from the British
Army to train Ukrainian forces fighting Russian-
backed separatists has revealed the true extent of
disarray in Kiev’s military.
He said the string of bloody defeats for Ukraine, including
last week’s fall of Debaltseve, was due largely to a failure of
command and a lack of skills and discipline.
The40-year-old, a naturalised Briton of Ukrainian descent, who
served in Afghanistan and the Middle East, said Ukraine’s
forces, made up largely of volunteers and conscripts,
suffer great casualties because of frequent incidents of
friendly fire and the mishandling of weapons.
“Six out of 10 casualties among the Ukrainian
volunteers occur because of blue-on-blue shooting [the
army term for friendly fire] and the inability to handle
weapons,” said the man, who would give only his nom-de-
guerre Saffron.
“It was clear Debaltseve would turn into a disaster for
Ukraine, but the military command and their political
bosses just watched it happen in slow motion,” he said.
Saffron,a father of two who lives in London,quit his
regiment last May to join Ukraine’s fight against the
separatists,who are armed, trained and commanded by
Russian agents.
He was first assigned to train the NationalGuard, a
corps of volunteers with little or no military experience.
He then fought with voluntee rbattalions in
Ukraine’s disputed east, including in Debaltseve.
While full of praise for Ukrainian special forces and
paratroopers, Saffron said their commanders were not
up to the task of fighting a proxy war against Russia.
“The command is so bad that it endangers the lives of
soldiers,” he said. “They confuse tactics with strategy;
they launch attacks without warning each other and for no
apparent strategic reason.
“There are nearly 30 voluntary battalions and a
number of regular units, but every group is fighting their
own war. They don’t have central command, they don’t
co-ordinate and they don’t even share radio frequencies
between themselves, which makes it impossible to
communicate.”
Saffron described how he trained his comrades to use
Motorola digital radios, which enable scrambled
communication, but said the fighters resorted to using
mobile phones because of convenience—despite the
fact that phones are easily tracked and bugged with
elementary surveillance systems that the Russians
have given to the separatists. “Not only do they use
phones, but they also keep tweeting and posting their
pictures on Facebook,” said Saffron, who returned from
Ukraine last month.
“Everything I saw was contrary to everything I was
taught in the British Army.”
He even had to teach them how to use their own
Ukrainian and Soviet-made anti-tank missiles and other
weapons, using knowledge he acquired in the British Army.
Saffron also complained about the widespread macho culture
among recruits, especially among the veterans of last
year’s uprising in Maidan square in Kiev.
“The Maidan activists were the worst: alot of them seem
to be jobless, aimless people who joined the force but are
unwilling to learn discipline,” he said. “I would try to teach
them something, and they would say,‘Who are you to
lecture me? I threw Molotov cocktails during the
Maidan.’”
