Stephen Bronfman, who played key role in Canadian PM’s rise, was involved in complex offshore web, leaked papers show

The chief fundraiser and senior adviser to the Canadian prime minister, Justin Trudeau, who played a critical role in the rise to power of the charismatic politician, was involved in the movement of millions of dollars to offshore havens, the Paradise Papers reveal.

Stephen Bronfman, heir to the Seagram fortune, who was instrumental in Trudeau’s successful bid for the leadership of the Canadian Liberal party in 2013 and the premiership two years later, engaged through his family investment business in a complex web of entities in the US, Israel and the Cayman Islands. Multimillion-dollar cashflows between the three jurisdictions might legally have avoided taxes in the US, Canada and Israel.

The leaked documents unveil a close relationship between two wealthy families who collaborated to shift millions of dollars to the Cayman Islands. On one side were the Bronfman family, inheritors of the Seagram distillery fortune in Montreal.

On the other side was the Cayman Islands-based trust of Leo Kolber, a former Canadian senator and powerhouse within the Liberal party Trudeau now leads.

Accountants working for the families discussed the possibility of recasting interest owed by the Kolber trust to two US-based Bronfman funds as “services rendered”, on the basis that the loans were not “in substance (only in form)”. Tax experts say that such interest-free loans would generally be barred under US tax laws.

The disclosures are likely to generate political heat for the Canadian prime minister, who swept to power in October 2015 partly on his promise to tackle economic inequality and take on tax avoidance. Last year, Trudeau came under pressure in the fallout from the Panama Papers, the trove of leaked documents from the offshore law firm Mossack Fonseca, during which his family inheritance was scrutinised.

At that point Trudeau insisted his personal assets, which he put into a blind trust after he won his party’s leadership, were “completely transparent”.

Invoking Emergencies Act wasn’t justified and infringed on Charter rights, Federal Court rules

The federal government was not justified when it invoked the Emergencies Act and issued a public order emergency proclamation in response to convoy protests that gridlocked Ottawa and some border crossings two years ago, the Federal Court ruled Tuesday in a decision that will test Prime Minister Justin Trudeau’s government.

The emergency proclamation “was not justified in relation to the relevant factual and legal constraints that were required to be taken into consideration,” Justice Richard Mosley wrote in his decision.

“The decision to issue the Proclamation was unreasonable and led to infringement of Charter rights not justified under section 1,” the Justice wrote.

The Canadian Civil Liberties Association filed an application for a judicial review against the government’s use of the Emergencies Act, as did several other groups and individuals.

“The Federal Court found that the decision to declare the Emergencies Act was ultra vires and unreasonable and that the measures violated the Charter,” the Canadian Civil Liberties Association’s lawyer Ewa Krajewska said in a brief statement on social media.

Deputy Prime Minister Chrystia Freeland said Tuesday the federal government will appeal the court ruling. She said the government stands by its decision to invoke the Act.

The Trudeau government, however, continues to resist calls from opposition parties and the Ukrainian Canadian community to drop a visa requirement for citizens of Ukraine trying to flee the war.

Liberal MPs on the House of Commons immigration committee Tuesday voted against a motion calling on Canada to allow visa-free travel for Ukrainians heading to Canada. The motion passed with the support of the Conservatives, NDP and Bloc Quebecois.

NDP immigration critic Jenny Kwan urged the government to drop the requirement. Canada has granted citizens of more than 60 countries and jurisdictions visa-free access to this country. The European Union in 2017 dropped its visa requirement for Ukrainians.

 Police respond to acts of violence on the Marten Forest Service Road near Houston

Houston RCMP is presently investigating an incident where individuals allegedly engaged in a violent confrontation with employees of Coastal GasLink, and with attending police officers along the Morice River Forest Service Road near Houston, BC.

On Thursday, February 17, 2022, shortly after midnight, Houston RCMP was called to the Marten Forest Service Road (FSR) after Coastal Gas Link (CGL) security reported acts of violence at their work site.

It was reported approximately 20 people, some armed with axes, were attacking security guards and smashing their vehicle windows. It was initially reported that some CGL employees were trapped, but all had managed to safely leave the area.

Upon police attendance at the 41 km mark, the roadway had been blocked with downed trees, tar covered stumps, wire, boards with spikes in them, and fires had been lit throughout the debris. As police worked their way through the debris and traps, several people threw smoke bombs and fire lit sticks at the police, injuring one officer.

At the 43 km mark, an old school bus blocked the road. No one was located in this area and with the assistance of CGL, the bus was cleared from the road and police continued on.

When police arrived at the drill pad at the 63 km mark, they found significant damage had been done to heavy machinery, fencing, and portable buildings. Police did not encounter any further blockades or protestors as they made their way to the drill pad nor did they locate anyone at the site. The cost of damage done is extensive as seen in the photos.


"This is a very troubling escalation in violent criminal activity that could have resulted in serious injury or death. This was a calculated and organized violent attack that left its victims shaken and a multimillion dollar path of destruction," says Chief Superintendent Warren Brown, North District Commander. "While we respect everyone’s right to peacefully protest in Canada, we cannot tolerate this type of extreme violence and intimidation. Our investigators will work tirelessly to identify the culprits and hold them accountable for their actions."

The RCMP is appealing to the public for assistance about the incident. This type of criminal activity and level of violence impacts the entire community, so we are urging anyone that has any information about the individuals involved to contact the Houston RCMP at 250-845-2204.
